Frequently Asked Questions

  • If you are making a claim for work carried out up to and including 31 August 2021 you should select the 2011 rate.
  • If you are making a claim for work carried out on or after 1 September 2021 then you should select the 2010 higher rate.  

The impact of this is that you will be paid on a higher hourly rate for any work done on or after 1st September 2021.

If you are currently claiming on the 2010 rate, no change applies.

A change in rate will occur in all cases except for the casual rate point 1, the National Minimum Wage and the Undergraduate Demonstrator rate as these rates are all equal to the National Minimum wage of €10.20 per hour.

When the work was actually done will dictate the rate.  Please select the 2011 rate for any work done prior to 1st September 2021, regardless of the date the timesheet is submitted.  For any work done on or after 1st September 2021, please choose the 2010 rate.

Yes, you can submit a single timesheet with two different rates i.e., 2011 and 2010 rates if you have completed work before 1st September and on or after 1st September 2021.

If you are paid an Ad-hoc rate, no change applies.

In Budget 2011, the Government announced a measure whereby ‘New Entrants’ to the public service would be employed on rates of pay which are 10% less than existing rates.  This took effect for relevant ‘New Entrant’ hourly paid staff commencing work in UCD effective from 1st September 2012.

This new rate was applicable to anyone who had no experience of working in a similar role in the Public Sector prior to their commencing work in UCD.  On the Hourly Set-up Form the hourly claimant was asked to indicate if they had previous Public Service work experience.  If they selected no, they were treated as a ‘New Entrant’ and placed on the 2011 New Entrant hourly rates.  If they selected yes, they completed an additional section on the online set-up form giving details of their previous experience. This was reviewed by HR, who determined which rate they should be paid. The claimant and the School/Unit were notified by HR of which rate applied.

2011 Rates ceased on 1 September 2021.

Important changes to hourly rates

Effective 1st September 2021:  2011 hourly rates eliminated.  For all work done on approved hourly rates on or after 1st September 2021, payments are to be paid on the higher 2010 approved hourly rates  (President’s Bulletin of 29th June 2021)

Effective 1st October 2021, all approved 2010 Hourly rates have been increased by 1% as per  “Building Momentum – A New Public Service Agreement 2021-2022”

Effective 1st February 2022, all approved 2010 Hourly rates have been increased by 1% as per  “Building Momentum – A New Public Service Agreement 2021-2022”
